Femme means dressing or acting like a girly-girl.
Think of Liberace. He was very Femme. Or Sasha Baron Cohen’s character “Bruno”; that is the definition of Femme. Hilarious movie too!
Heterosexual women can be Femme if they are girlie-girls who enjoy wearing dresses, make-up, and exemplifying typically “feminine” attributes. Accentuating the hips, tits, and round ass indicate a “femme” woman.
Conversely, if she dresses more ambiguously or in the style of a man, she would be a “butch” woman, or a “tomboy” (Ellen DeGeneres).

In fact, it is in LGBT circles that the word Femme is used frequently. In a lesbian relationship the Femme is the woman who exhibits the more feminine attributes in the sexual dynamic, unlike the “butch”, who would be the more masculine partner in the coupling. A Femme lesbian wears more girlish clothing, such as dresses, high heels, and bustier. The butch might wear the strap-on and a fake moustache.
In a male homosexual relationship, the Femme is a man who exhibits womanly or feminine traits. He will wear women’s clothing and makeup. He will shave his legs and armpits, as well as plucking his eyebrows to appear more effeminate. In most cases, he will be the “catcher” in the sexual dynamic. His wig collection could be extensive.

It is important to note that the same person can exhibit Femme characteristics some of the time and butch attributes at other times. In fact, some people live their public lives as a very butch type of lifestyle, but behind closed doors, prefer to become more femme. Right, dad?
